How can I define minimum outflow value from the Reservoirs after it starts up.

Models gives "0" until it reach the Storage Capacity or Top of Conservation. But there should be some minimum flowrate down stream of the reservoir while it is getting full.

WEAP cannot release any water from a reservoir if the storage is below the Top of Inactive. If the storage is above Top of Inactive and below Top of Conservation, releases are made only to satisfy downstream demands that have higher priority than the reservoir's priority for filling. Do you have any downstream demands? To force a release, you can put a instream flow requirment downstream of the reservoir and set the flow requirement to the amount you want to release from the reservoir.
