Barrages are used to divert water from Rivers. How can I incorporate barrages in WEAP?

Do you mean divert water away from their catchments to provide water elsewhere? You can use a diversion element (the second element in the list when you open WEAP). If the water is going directly to demand sites, you can use a transmission link.

Barrages have gates and they can store water as well, just like dams. And yes, they divert water as well to rivers and demand sites.
How to incorporate the storage and diversion thing as both?

In your system, how do the barrages operate? Are they supplying river flow downstream? Are they supplying just enough water for the demand sites?
Transmission links from rivers or diversions take only as much water as is required from the demand site they connect to - in some ways that is like someone closed the gate when the water was sufficient. Or if you want to model the amount of water that could be held and released over time, you could build a small reservoir. I'd need to know more about your system before I could suggest a combination to use.

Barrages can be modeled by transmission link as said by Stephanie. If barrages have a reservoir, add reservoir before taking water from it.
