I am having trouble acquiring the data for the reservoir inputs including: "top of conservation, top of buffer, and top of inactive". I currently working on a WEAP model for California that includes the following reservoirs: Hetch Hetchy, Don Pedro, San Andreas, Crystal Springs, Pilarcitos and Los Vaqueros reservoir.
Does anyone have suggestions on where I could find the reservoir zone and operation data for these reservoirs? (with Hetch Hetchy being most important).

You can get these data from corresponding reservoirs.
Top of conservation is the same reservoir storage capacity.
Top of buffer is first intake point of reservoir.
Top of inactive is dead level of reservoir(second intake point)
I also need these data. so I requested to Irrigation department of my study area. They give me.
so you aslo can do like this.

I am puzzled abouh "Top of buffer is first intake point of reservoir." Could you help me to understand the top of buffer point? I don't know which water level should be top of buffer.
