I want to implement a reservoir which was built in the middle of the modelling period. How can I define its start-up date in WEAP?

First you need to make sure the reservoir is not active in the Current Accounts (from the Schematic View General Info window for the reservoir). Then, go into the Data view and click on your reservoir to make changes. In the box at the top where it says "Data for:" choose a scenario other than "Current Accounts". Now you will see that there is a "Startup Year" button just below where you selected your scenario. Here you can enter the year the reservoir began operations.
