I have a question.
If I want to simulated futures water flow it's neccesary to place some data in headflow or stream flow data.

Dear Washington,
Yes, your river needs to have some explicit inflows in the model in order to simulate future streamflow. This can be either in the form of Headflow data (as you mentioned) or as Runoff/Infiltration from a Catchment or Other Supply (or even as a Diversion from another River in your model that already has flow).
Entering data as a Streamflow Gauge will not add water to your modeled river. The Streamflow Gauge data are only used (in the Results view) to compare model-simulated streamflow to existing historical data.
