To my understanding the element “other supplies” acts as a water container but does not retain water. Accordingly, I would expect the inflows match the outflows when connected to a river. However, it seems in my case the water is contained at “other supplies” as no water flows to my river (I did use a transmission link). Does the release of water then depend on downstream demands ?

You are correct--release of water from an "Other Supply" is contingent upon downstream demands.
