Yes, It is possible. WEAP can evaluate and assess surface and groundwater resources, but it depends on the level of your assessment and the indicators you are looking for.

Hi,
In fact, you are going to allocate water(surface water or Groundwater) to different stakeholders. It is possible to do this concern using the WEAP, but the most important thing is water allocation policy in the case study. In other words, you have to know demand priorities, supply preference, the demand quantities, etc. WEAP ables to estimate water resources and simulate water allocation to different demands in the system you introduce in the model. Moreover, making a conceptual model for identifying the connection between different elements in the model is so important. I highly recommend studying some documents that have published using WEAP.
