Please, I need help from anyone familiar with WEAP parameters.

I am using the soil moisture method to calibrate the parameters. After calibration, is it right to find the optimal parameters values like Soil water capacity = (Barren area 0.3) (Agriculture area 0.3) (Spare vegetation 0.3), Runoff resistance factor =(Barren = 0.4, Agric = 1, Spare Vegetation = 1), Deep Water Capacity = 19000, Deep Conductivity = 20, Z2 = 100%, and both of Root Zone Conductivity or Z1 are insensitive?
