How can I control on discharge from the reservoir ?

WEAP will release water from a reservoir if the level is above the Top of Conservation level, or if there is a hydropower demand, or if there is a downstream demand for it (either an instream flow requirement or a withdrawal for a demand site). The demands must have a higher priority than the reservoir's priority for filling. Also, a reservoir cannot release water below its Top of Inactive level.
