1. I need a comprehensive weblink or write-up on using WEAP to determine water balance framework for a River Basin.
2. What information do I need to carry out a water balance study of a river basin using WEAP? Presently I have stream flow data for 30 years, Rainfall and Temperature data for 30 years.
I would appreciate it if I can have an answer to this questions.

The WEAP tutorial provides a comprehensive write-up of the different capabilities in WEAP. I recommend going through that.
Depending on the complexity of your basin you will need a lot of information. This includes information about demand - population, agriculture, industry, as well as hydropower operations if you have them, as well as the environmental data you listed (streamflow for calibration), although if you're using catchments to model your streamflow, you will need other information as well. The WEAP tutorial will give you a in-depth introduction to the data entry.
