I have two reservoirs on the same river. The downstream reservoir has more priority than the upstream reservoir. Even so, my U/S reservoir is not completely emptied when my DS reservoir still has space. Could you help me with this

Dear Archana,
First, double check your priority settings--remember that 1 is the highest priority.
If that's set correctly, does your upstream reservoir have an "Inactive" volume set? This would prevent your reservoir from emptying.
